What is the Aloha Stability Project?

The Aloha Stability Project is a transformative initiative aimed at reducing homelessness in Honolulu by offering a structured transitional housing program. This program empowers individuals and families to achieve financial independence and long-term stability through a three-phase approach.

 

What is the goal of the Aloha Stability Project?

Our goal is to provide a pathway out of homelessness by offering transitional housing, job placement, and financial literacy programs, preparing individuals for permanent housing and helping them save for a more stable future.

 

How does the program work?

The program is divided into three phases:

  1. Phase 1: Stabilization (First 15 Days)
    Residents receive immediate housing and help obtaining essential documentation (ID, Social Security card, bank account).

  2. Phase 2: Employment and Skill Building (Weeks 3–12)
    Residents are assisted with job placement, attend financial literacy and life skills workshops, and save 50% of their income for future housing.

  3. Phase 3: Transition and Independence (Weeks 13–15)
    Residents receive housing search assistance and transition to the Rent-to-Work program, leaving with at least $3,000 in savings to help secure independent housing.

 

How will the facility be used?

The 27-unit apartment complex will undergo phased renovations to improve safety, functionality, and provide additional service offices. On-site case management and a partnership with Bank of Hawaii will offer monitored banking services to residents.

 

What kind of support do residents receive during the program?

Residents will benefit from:

  • Case Management: Personalized support to navigate housing, employment, and life skills.

  • Job Placement: Assistance with finding employment, either through Aloha HP or other local employers.

  • Financial Literacy: Workshops on budgeting, saving, and building financial independence.

  • Housing Assistance: Help with finding permanent housing and transitioning into the Rent-to-Work program.

 

Who is eligible to participate in the program?

The program is designed for individuals and families who are experiencing homelessness or are at risk of becoming homeless. It specifically targets employable individuals, with a focus on long-term self-sufficiency.

 

How does the program align with Honolulu’s goals for reducing homelessness?

The Aloha Stability Project aligns with the city's vision and the goals of the $21 million Community Reinvestment Initiative by:

  • Reducing homelessness through immediate housing and long-term support.

  • Preparing residents for permanent housing.

  • Helping individuals build financial independence and contribute to the local economy.

 

How will the program be funded?

We seek access to the 27-unit apartment complex via a long-term lease or management agreement and request a portion of the Community Reinvestment Initiative funding to:

  • Cover startup costs such as furnishing, renovations, and staff training.

  • Support operations during the initial pilot phase. Additionally, we plan to collaborate with local agencies and private organizations, including Bank of Hawaii, to enhance the program’s success.

 

How will success be measured?

We will track and report key metrics to measure the program's impact:

  • Housing retention rates: The percentage of participants who successfully transition into permanent housing.

  • Employment acquisition rates: The percentage of participants who secure employment during the program.

  • Average savings at exit: The average amount of savings residents have upon completing the program.
